The substate region referred to as Region 1 is made up of county/counties Butte, Colusa, Del Norte, Glenn, Humboldt, Lake, Lassen, Mendocino, Modoc, Plumas, Shasta, Siskiyou, Tehama, Trinity.

The substate region referred to as Region 2 is made up of county/counties El Dorado, Napa, Nevada, Placer, Sacramento, Sierra, Solano, Sonoma, Sutter, Yolo, Yuba.

The substate region referred to as Region 3 is made up of county/counties Alpine, Amador, Calaveras, Merced, San Joaquin, Stanislaus, Tuolumne.

The substate region referred to as Region 4 is made up of county/counties Marin, San Francisco, San Mateo.

The substate region referred to as Region 5 is made up of county/counties Alameda, Contra Costa.

The substate region referred to as Region 6 (Santa Clara) is made up of county/counties Santa Clara.
