7. DATA COLLECTION RESULTS
7.1 Overview
By following the data collection procedures already discussed, a total of 270,196 units were screened. Of these units, 46,328 were assigned in advance as PAPI units and the remaining 223,868 were assigned as CAI units. During the screening process 228,426 units were identified as eligible (187,842 CAI and 40,584 PAPI), that is, the units were not vacant or only occupied by active-duty military personnel, or other similar circumstances. From this number of eligible cases, 204,801 were then screened successfully (169,166 CAI and 35,635 PAPI). The selection procedure in the Newton yielded 108,779 sample eligible DU members (89,883 CAI and 18,896 PAPI). From this number, a total of 80,515 interviews were then completed (66,706 CAI and 13,809 PAPI).
7.2 Screening Response Rates
The screening response rate is the number of completed screenings divided by the result of the Total SDUs minus those SDUs not eligible to be included in the NHSDA. Ineligibles include vacants, not primary residence, not a DU, GQU listed as HU, HU listed as GQU, only military, other ineligibles, and those where the residents will live there less than half of the quarter.
7.2.1 Screening Response Rates for CAI Cases
Tables 7.1 through 7.10 present the screening response rates for the CAI sample nationwide. Within each pair of tables, the first provides the unweighted percentages, while the second provides the weighted percentages. The final national screening response rates for CAI were 90.06% (unweighted) and 89.63% (weighted).
Tables 7.1 and 7.2 show the totals for the various screening results codes as broken down by population density. The remaining tables list results for each state, broken down by population density (7.3 and 7.4), eligibility (7.5 and 7.6), completion rate (7.7 and 7.8), and nonresponse rate (7.9 and 7.10).
As explained in Section 2.6.2, a subsampling of incomplete screenings and interviews was implemented during the Quarter 1 data collection period in an attempt to improve response rates. The number of interviewers working in Quarter 1 was not sufficient to complete the full assignment of selected dwelling units. Therefore, the sample size was reduced so that the workload would be commensurate with the size of the interviewing staff. Table 7.11 shows the number of CAI cases that were subsampled out of the Quarter 1 sample of dwelling units by individual pending screening and interview status.
7.2.2 Screening Response Rates for PAPI Cases
As explained in Sections 2.6.1 and 2.6.2, the yield of eligible respondents for the PAPI sample in the Quarter 1 data collection period was greater than anticipated, and the number of PAPI-trained interviewers working in Quarter 1 was not sufficient to complete the full assignment of selected dwelling units given the greater yield of eligible respondents. Thus, a subsampling of incomplete screenings and interviews was implemented in an attempt to improve response rates. This reduced the overall sample size so that the total workload would be commensurate with the size of the interviewing staff. Table 7.12 shows the number of PAPI cases that were subsampled out of the Quarter 1 sample of dwelling units by individual pending screening and interview status.
Tables 7.13 through 7.18 present the screening response rates for the PAPI sample nationwide. Within each pair of tables, the first provides the unweighted percentages, while the second provides the weighted percentages. The final national screening response rates for PAPI were 87.81% (unweighted) and 83.83% (weighted). The tables show the totals for the various screening results codes as broken down by stratum (Tables 7.13 and 7.14), region (7.15 and 7.16), and population density (7.17 and 7.18).
7.3 Interview Response Rates
The interviewing response rate is the number of completed interviews divided by the total number of eligible respondents chosen through screening. If there are any ineligible respondents (under 12 or actually in the military), these are subtracted from the total.
7.3.1 Interview Response Rates for CAI Cases
Tables 7.19 through 7.25 present the CAI interview response rates for the national sample. The final national interviewing response rates for CAI were 74.21% (unweighted) and 68.55% (weighted). Table 7.21 presents the unweighted CAI interview response rates for each state by age group (Note: refer to individual tables to view state-level response rates).
Other tables are presented in pairs with the first table providing the unweighted percentages and the second table providing the weighted percentages. Tables 7.19 and 7.20 show the CAI interview response rates by age group and gender. More detailed information by gender and smaller age groups is shown in Tables 7.22 and 7.23. Tables 7.24 and 7.25 present a summary of the CAI interview response rates broken down by several factors including race, type of county, geographic division, and gender.
7.3.2 Interview Response Rates for PAPI Cases
The unweighted PAPI interview response rates are included in Tables 7.26 through 7.33. The unweighted PAPI interview response rate for the national sample was 73.08%. The weighted PAPI interview response rates are included in Tables 7.34 through 7.41. The weighted PAPI interview response rate for the national sample was 66.55%. The "Other" listed as incomplete are the result of cases that could not be completed for some reason that does not fit into the other categories, such as eligible members moving out of the study area before they could be interviewed and leaving no contacting information.
7.4 Spanish Interviews
The interview response rates for CAI Spanish interviews as broken down by state are shown in Table 7.42 (unweighted) and Table 7.43 (weighted). Spanish interview response rates also were analyzed by age and county type in Table 7.44 (unweighted) and Table 7.45 (weighted).
Of the 13,809 PAPI interviews completed, 975 (7.1%) were conducted using the Spanish version of the questionnaire.Table 7.46 presents the number of English- and Spanish-version PAPI interviews conducted by region and population density and Table 7.47 shows the same data for CAI interviews.
7.5 Interviewer Assessment of the Interview
As part of each CAI interview, FIs were required to assess the respondent's level of cooperation, understanding, privacy during the interview, and difficulty using the computer. FIs also were asked to record how often the respondent needed extensive assistance during the ACASI questions and whether the laptop seemed to influence the respondent's choice to participate.
All of these data were captured in the FI Observation and Debriefing Questions at the end of the interview and are summarized in Tables 7.48 through 7.54. Table 7.48 shows how often interviewers either read the questions to or entered responses for respondents in the ACASI section. Tables 7.49 through 7.54 present data based on the FI's assessment of the respondent's level of understanding of the interview, the respondent's cooperation during the interview, the level of privacy during the interview, how the laptop influenced participation, the respondent's level of difficulty using the laptop, and finally how often the respondent revealed answers in the ACASI section. Each of these tables is broken down by age and race/ethnicity.
This same FI debriefing process was part of the PAPI interview, though fewer questions were asked. For the PAPI interview, FIs were required to assess the level of privacy that existedfor the respondent as well as the respondent's level of cooperation and understanding. Tables 7.55 and 7.56 present this data broken down by age and race/ethnicity of the respondent.
7.6 Number of Visits
FIs were required to make at least five visits to dwelling units when attempting to complete screening and interviewing. In reality, call-backs continued to be made as long as the FS felt there was a chance that the screening or the interview could be completed in a cost-effective manner. In some cases, more than 10 visits were made to complete a screening or interview. Tables 7.57 and 7.59 present data on the number of visits required to complete screening and interviews for CAI cases. Tables 7.58 and 7.60 present the same data for PAPI cases.
